Recent Complaints

The JUUL e-cigarette—introduced in 2015—is so addictive that it created the “largest ever recorded [increase in substance abuse] in the past 43 years for any adolescent substance use outcome in the U.S.” In only two years, JUUL undid over a decade of reduction in teenage nicotine addiction, leading to an increase in e-cigarette consumption the FDA has described as an “epidemic.”

Previous regulatory changes, which imposed tight restrictions on youth advertising and banned flavored cigarettes, caused the youth smoking rate to plummet from 28% in 1997 to 5.5%. Using tobacco industry documents as a playbook, JUUL hooked this new generation of users by using candy-like flavors and advertising that exploited the psychological vulnerabilities of adolescents.

The combination of JUUL’s chemically manipulated nicotine results in a product that provides higher doses of nicotine than the most potent cigarettes. JUUL’s pre-filled cartridges of nicotine solution, called “JUULpods,” contain three times more nicotine than the legal limit in the European Union.

One of the San Francisco engineers who invented the JUUL e-cigarette stated: “We don’t think a lot about addiction here because we’re not trying to design a cessation product at all . . . anything about health is not on our mind.”
